A case for investment typically includes a problem statement (that the proposed investment is targeting) and a series of viable options which may be applied to resolve it.

The business case often includes a detailed economic, financial and risk assessment of each investment option, compared against a ‘do nothing’ scenario. To prepare this analysis, cost, revenue, benefit and risk data is collected, verified and analysed via modelling and/or other techniques.

This analysis presents a recommended option to take further in the design and cost development process, and potentially to delivery.

The business case will also generally contain points about how to structure the project or investment so that there is a high degree of confidence that its outcomes will be achieved.

Not all business cases are created equal, however, and more than 75% of government business cases aren’t successful on their first presentation.
